Fines are used as a form of criminal sanction, but it has no impact on the rich. Whether your poor or rich has no bearing on the fine amount. The fine amount is based on the law violated. A poor person will be fined the same amount as a rich person for speeding. Do you feel that the amount of fine a person pays should be based on his or her wealth?
