A radio wave that may be considered a uniform plane wave propagates through the ionosphere and interacts with some charged particles which are moving with a velocity a tenth the velocity of light in the direction normal to the magnetic field of the wave. Find the ratio of magnetic force of the wave on the charges to the electric force.
