Ordinarily there is an electric field in the atmosphere of approximately 100 V/m near the Earth's surface that points downwards. This field drops with altitude and is almost zero at an altitude of 50 kilometer. If the field is 20 V/m at 1.4 kilometer,

a) Find the average charge density in the air below 1.4 kilometer.

b) Determine is the charge mostly positive or negative ions?
