The reaction 2ClO2(aq) + OH-(aq) ? ClO3-(aq) + ClO2-(aq) + H2O was studied with the following results:
Experiment [ClO2], M [OH-], M Rate, M/s
1 0.060 0.030 0.0248
2 0.020 0.030 0.00276
3 0.020 0.090 0.00828

a. Determine the rate law for the reaction and calculate the rate constant.

b. If the hydroxide concentration is held constant at {OH-] = 0.010M and the initial concentration of ClO2 is 0.010M, how long will it take for 90% of ClO2 to react?
