Various local governments have imposed residency requirements for some or all categories of their government employees. These requirements often generate controversy in legal as well as political arenas.

Do residency requirements violate the rights of government employees to live where they choose? Why were these requirements initially instituted? Does that reasoning still exist, or are these requirements outdated?
