Failure for the Community Quality Councils vary, but for the more localized Quality Circles, failure was due to the following:
Middle management undermined the quality circle movement.
The process was not adequately supported by management.
The process was not maintained.
Managers put daily quotas ahead of quality output.
The process was not made part of the management system.
Lack of proper recognition.
Used to cut head count.
Poor use of quality circle recommendations (Harrington and Reiker, 1998,).
Discuss organizations that you know or have studied in previous courses and evaluate them against these eight (8) criteria. How many of the characteristics exist in even good companies and organizations. Identify 2 or 3 ideas for alleviating this problem.
