Extremely difficult to decide what has priority over

When choosing the most 'basic atom', or the atom that is protonated first, I find it extremely difficult to decide what has priority over what and I find it far too ambiguous. Is the lack of resonance, electronegativity, or induction most important? Do you have any tips to help me with this type of question?
