While there are many acts in place to promote the safety of the United States, one that is less known is the Extraordinary Rendition Act. President Reagan passed this act originally in 1987 under the name Goldenrod; it has sense been revised and restructured many times.

However, the original purpose of this act was to apprehend terrorists without public knowledge, and more specifically, without notifying any host nations.

In the 1990's the CIA used intelligence procurement using the transfer of foreigners who were suspected in terrorist involvement.

Suspects could be detained and interrogated by US personnel or other US sponsored facilities. This policy was ramped up under Bill Clinton and then expanded significantly after the 9.11 attacks. The problem with this policy is that suspected terrorists are deported to facilities outside of the United States where humane interrogation practices are not always used. It's known that depending on how sever the interrogations needs to be, depends on where you send them. In the ACLU fact sheet about Extraordinary Rendition Robert Baer says, "If you want a serious interrogation, you send a prisoner to Jordan. If you want them to be tortured, you send them to Syria. If you want them to disappear- never to see them again- you send them to Egypt"

While the Department of Justice and the President have all said this is not US policy and congress has even stated that US policy is not to:
"expel, extradite, or otherwise effect the involuntary return of any person to a country in which there are substantial grounds for believing the person would be in danger of being subjected to torture, regardless of whether the person is physically present in the United States"
But..... The practice still takes place. It is estimated that over the past few years, 147 prisoners have been subjected to Extraordinary Rendition. So, how do we solve it?

Not quite sure, maybe the answer is to get tougher on integration methods here in the US without using cruel or unusual torture, but enough to get the information needed. With this being a CIA ran program, it is difficult to change a program that is also part of national security and very secretive.
