Identify (I) what performance they want to assess (research & development performance, commercialization performance, operational performance, etc.) (II) what input and output factors were used for their analyses (e.g., R&D expenditure as an input factor, the number of patents as an output factor, etc.). Come up with your own input and output factors of decision-making units. For instance, companies can be DMUs since they use labor (or the number of employees), capital (or the value of assets), and technology (or the number of patents) (as inputs) to generate profits and sales (as outputs).
