While technology is argued to change society and government, a major question is whether this change is a quantitative or qualitative one. The qualitative perspective argues that changes will result in governments doing things differently. From this perspective technology is a great mobilizer, empowering previous excluded or marginalized groups to meaningfully engage with and drive change in government. The quantitative perspective argues the technology is a source of inequality and will simply reinforce existing power inequalities that currently characterize government. From this perspective, the weak become weaker and the powerful become stronger.

Which of these perspectives do you believe best explains how technology is impacting government? Or, do you have a different view? Please answer this question using examples to justify your argument.
