A Corporate company had three subsidiary plants which was instructed by the executive board to implement Total Quality Management. Two of the subsidiaries fully implemented Total Quality Management (TQM) and exceeded expectations. However, the third subsidiary just didn't seem to be able to get things off the ground due to the Plant Manager who did not essentially believe in Total Quality Management. The Plant Manager thought that the instruction from the Board will gradually fade away and be forgotten. The company Quality Council policies had been developed and deployed. Employees were working in teams and training in the use of quality tools were provided. The employees just did what was instructed by the Plant Manager and just did the minimum to just comply with minimum from the executive board. Following, many discussions with other executives, it was decided that the Plant Manager be demoted, and you seek a replacement as soon as possible who can fast track the total quality implementation. You have to develop a job specification suitable for the quality function by;
(a) Explaining the importance of quality leadership
(b) The importance of quality culture
(c) The attributes, profile, education and competencies for this position
(d) The tasks of a quality leader.
