Problem

A recently published report analyzes data from the Bureau of Justice Statistics' "Survey of Prison Inmates," collected in 2016 and released in late 2020. The report includes the finding that inmates in state prisons reported uncommonly high levels of homelessness, foster care, living in public housing, and receiving public assistance before they were 18 years old.

Given these findings, the pipeline from poverty to prison appears to be firmly entrenched in our society. Does it make much sense to address the end point (prison) without dealing with the beginning point (poverty) if we as a society want to substantially reduce crime and end mass incarceration? Explain your point of view on this multifaceted problem.
