Con Edison wants to increase gas safety. This interest is motivated in part by an incident that occurred in 2014, when "eight residents of East Harlem lost their lives when two buildings were destroyed by a natural gas explosion and the resulting fire. People in the area recounted smelling gas in the days leading up to the incident, but no one had reported the gas odor until shortly before the explosion." See this link for a brief introduction to gas safety that was developed by ConEd. Two "drop-off points" or "bottlenecks" in the process of achieving gas safety are that individuals do not leave their homes quickly when they smell gas and that individuals do not report suspected leaks. Your job is to design a Nudge-based program to address these bottlenecks. Propose at least three different types of Nudge-based behavioral interventions to address each bottleneck, explain why each intervention qualifies as Nudge-based, and explain why you would expect the intervention to help improve gas safety.
