Problem: The Northwest Ordinance, passed in 1787, established the precedent by which the Federal government would be sovereign and expand westward with the admission of new states, rather than with the expansion of existing states. It was also precedent-setting legislation with regard to American public domain lands and to relations with Indian tribes. Northwest Ordinance: "The utmost good faith shall always be observed towards the Indians. Their lands and property will never be taken from them without their consent, and in their property rights and liberty they shall never be disturbed, unless in just and lawful wars authorized by Congress." This recognizes American Indian tribal sovereignty, although it is limited. Sovereignty is a complicated issue for American Indians in the United States and for Indigenous peoples around the world. Briefly explain what tribal sovereignty is and how it differs from the sovereignty enjoyed by the governments of countries. In what ways are tribes sovereign in the U.S?
