You have just been hired as the Director of Human Resources and Workplace Safety for the University of Warman, which is located in Warman, Saskatchewan. Part of the campus is up and running, and part of the Campus is under construction, when you start your job. You have two main responsibilities in your job: (1) providing HR and OH&S support for the staff and students on the part of campus that is up and running, and (2) providing HR and OH&S support for the construction part of campus that is being built. 

The head of the University, Bo Katan, comes to you with some questions and concerns, which she outlines as follows. Please provide Ms. Katan with advice on the issues raised by her questions.

  1. Finally, for the on-campus issues, you have received a complaint from one of your staff, a Mr. Grogu, saying that he has been harassed by his supervisor, Cara Dune. Grogu, who works in maintenance, claims that Ms. Dune gives him all of the unpleasant assignments, even some work that falls outside his job description - specifically he says that he has been assigned to run personal errands for Ms. Dune. He also says that Ms. Dune has regularly called him "little man" and "pipsqueak", and a "child", and commented negatively about his green skin. Grogu says that he wants to file a complaint, but he simply wants the complaint "on her file", but doesn't want anything more than that done at this point. Advise Ms. Katan on how to handle the harassment complaint, and let her know what action should be taken. In addition, provide advice on whether the behaviour complained of amounts to harassment in Saskatchewan. 
  2. Moving to the construction side, Ms. Katan says that there are issues there too. First, Ms. Katan says that the whole construction project is disorganized. She says that there are two main buildings being constructed - a Kinesiology building, which will have a large gym with a spectator area, and an Engineering building, which will have a large lab and construction area. The University hopes to do research on spacecraft in the Engineering Building. Both construction areas are designated as "safety sensitive work environments" by the University, but Ms. Katan is not sure. To start with, explain to Ms. Katan what factors you might look at to determine whether the construction sites are "safety sensitive".
