An office manager observes that the productivity of employees in his department is relatively low. He thinks that if flexible working hours are offered, their working conditions are improved, pay scales raised, and a family medical insurance was offered, the morale and meanwhile productivity will be increased. However, the manager doubts that if flexible working hours were offered would raise the productivity level of all employees. His conjecture is that those female employees who have kids will just the ones who are "turned on" by flexible work arrangements (FWA), and only those females without kids will be indifferent regarding this option, with a resultant decrease in productivity.
