Assume that you have molecules in a glass tube. At non-zero temperature T, some of the molecules are thermally excited into higher rotational levels. For level J one can show that we have NJ/No=(2J+1)e^-hcBJ(J+1)/KT. where NJ is the population of molecues in the excited state J, and N0 is the number of molecules in the ground state.
