Imagine that the Government of Ontario expects a significant surplus that it intends to spend either on education or health care system. It is believed that each field requires significant reform. The Government has decided that the whole surplus amount should go to only one of the two, either education or health.

Using the theory of utilitarianism say whether in your opinion the provincial Government should invest the surplus in education or health care. You need to be specific to justify your position, thus showing the ability to apply the theory to this specific case scenario.
