Case Study: The Minister of Forestry, Fisheries and the Environment (hereafter the MFFE) has granted environmental authorisation for the construction of ten new nuclear power plants around South Africa to solve the country's current power crisis. They will be constructed close to residential areas so that the power generated can be easily transmitted to these residential areas. Although the environmental authorisation was granted, there was no public participation in this process. Clean Energy, an environmental non-governmental organisation (or NGO) argues that public participation processes should have been conducted by the MFFE before granting the environmental authorisation.
Questions: answer the following questions:
1 Explain the difference between a public inquiry and a notice and comment (?g procedure.
