Sometimes projects are so small or so short that they do not need a formal project management methodology. Create a policy describing under which circumstances a formal and complex methodology should be used. Be specific. Many organizations are adopting project management methods in order to improve performance. Unfortunately, it is not uncommon for senior managers to view project management as something that does not affect broader organizational policies. Discuss the implications of the lack of broader organizational support for project management methods. One aspect of this might be resistance by middle managers who fear a loss of power.
