Just three and a half years after value-added tax (VAT) was introduced in The Bahamas at a rate of 7.5 percent, the FNM government voted to raise the tax to 12 percent in 2018, citing a need for the country to increase total revenue. In 2021 the PLP government argued that the change hurt more than help total revenue income, and reduced the tax rate by 2%. Explain each party's rationale.
