Obstacles in developing managers

I need a some help with this. I am seeing all sorts of performance measurements for employees as well as companies. I am getting them confused.

Imagine you are the senior HRD manager of a large automotive parts manufacturing company with operations in North America, Africa, and western Europe. You have been tasked to prepare a management development program for your company's middle management group that will focus generally on improving organizational communication, and the role of managers in performance management and reward systems. What obstacles do you expect to face in developing your approach to formally developing managers in these operations? How will you deal with those obstacles? What additional information do you need before designing the details of such a program?
