2.1 During the Covid-19 pandemic in South Africa, the state has had to strengthen its efforts to ensure the continued welfare of people, through improved methods of service delivery, to address the needs of citizens. Since health protocol related to the pandemic needed to be observed, the service delivery environment was different. Write a detailed essay on the following and illustrate with suitable examples:

a) How technology has been an important factor in the delivery of services to society.

b) Demographic forces: urbanisation and an ageing population.

c) Explain how a pandemic like Covid-19, similar to HIV/AIDS, forces governments to be pro-active in delivering specific services.
