Therefore, the behavior of hardcore drinkers is not typically influenced by the threat of punishment that these laws are meant to create.

He had also been seeing a psychiatrist for three months before losing his job and home. Diagnosed with severe depression, he would be seen as having constraints on his perception and judgment.
