The problem statement:

The high levels of inequality in land ownership in the Eastern Cape Province of South Africa are a major source of social and economic tension. The province has the highest level of inequality in land ownership in the country, with the top 10% of landowners owning nearly 80% of the total land area. This has led to calls for a policy of land redistribution in the province, in order to more equitably distribute land ownership.
