Most department budgets start with a baseline developed by Finance. The department leader then reviews the assumptions (current year's performance with some inflation or growth factor and incorporating new projects or procedures) that develops next year's budget. As a leader, would you prefer to have this "incremental budgeting" approach or a "zero-based" approach (page 367)? Please provide several examples or reasons for your choice.
