In 1942, during WWII, the US started an offensive bioweapons program. This program (and other countries' programs) may or may not have had the capability to go beyond small-scale agent introduction. In 1969, President Nixon ended the program as an offense tactic, but it still exists as a defense weapons program. For this discussion, please discuss the following:

  • Why did the US decide to begin and maintain a bioweapon program?
  • Do you think this was a logical response for the context of the time?
  • Do you think this program contributes to the safety of US citizens? To people worldwide? Why or why not?

In your 3 to 5 essay please be sure to:

  • Address the importance of the biological threat in its context of terrorism and weapons of mass destruction.
  • Examine the reality versus the potential of bioterrorism.
  • Describe why many biological threats have been used on a small scale and that going beyond that requires a high degree of technical sophistication and extensive resources.

Be sure to utilize your textbook as a resource. I certainly want to read your opinion, but you must be able to back it up with hard data.

For example, you can state, "The US started the weapons program because it was WWII," but that does not have enough context to make a compelling argument. You need to give more context, such as, "The US was afraid that the bio-offensives that were carried out during WWI would continue, and would. . . "
