Administrative agencies are given the power to promulgate or make administrative rules, then they have staff that can enforce those rules, and finally they have their own internal legal process to interpret the rules and handle disputes between the agency and outside parties. What does the class think about the agencies having these kinds of powers and what rights and protections do outside parties have in dealing with agencies? Explain.
