Your action plan should involve more than just gathering all stakeholders and finding common ground; it should also detail the methods and processes you will use and the issues and concerns you will need to consider as you strive to reach a consensus on the IBEG. For example, how will you identify stakeholders? How will you assign different weights to stakeholders? Are all stakeholders equal?
