Some of these policies are based on legislation while others are agency rules.
The first policy analyzed is the Code of Federal RegulationsTitle 45Public Welfare
Department of Health and Human Services part 46 Protection of Human Subjects.The protection of the welfare and the rights of the volunteer that participate in any types of researches is an important pillar of research as ethical aspect. A step forward showing progression is being done in the past decades when the whole philosophy behind research started to include the responsibility to be ethical during the process of designing and implementing researches. The policy modification mentioned above is classified as procedural and nonsubstantive because describe to how something is going to be done or who is going to take action. Also procedural include regulations providing information for the creation of administrative agencies. Also the policy needs to be classified as distributive policies because involve a particular group, community where the participant are seeking protection or benefits.The policy should also be considered material because is providing tangible resources powering the beneficiaries. Finally, the policy should be considered as collective goods because if they are provided for one person, they must be able to provide for all.
The second policy analyzed is Affordable Care Act. This policy should be considered procedural and regulatory. I think that the Affordab
le Care Act is both material and symbolic.
