Question: A local training agency is trying to get government support for its activities - which relate to the provision of industrial and commercial training for the local labour force - on the basis that unemployed workers who are better skilled have a better chance of finding new employment than unskilled workers. A group of people who have recently been unemployed but now found work has been investigated. One group, the skilled, comprised 120 people who had been unemployed for a mean of 16.2 weeks, standard deviation 1.3 weeks, before finding employment. The second group, 150 unskilled workers, had been unemployed for an average of 24.9 weeks, standard deviation 2.1 weeks. Is there any evidence that the training agency argument is valid?
