All credible training models emphasize the need for each phase of the training programme to be evaluated to ensure that problems encountered are addressed before moving to the proceeding phase. The concern is that problems not properly addressed will negatively affect the implementation of the next phase of the programme.

Using the Brinkerhoff (1991) evaluative model as the framework for your response, elaborate on the factors you would consider when evaluating the following phases: training needs analysis, training design, learning, and the transfer of learning phases of the training process.
