Project title: TopEd Campus Refurbishment
Project budget: $25 Million (Maximum Allocation)
Introduction:
TopEd is an educational institution which was established 25 years ago in Sydney. TopEd has been running Bachelor and Master Courses in IT, Business, Law, Accounting, Management and Medical Sciences for domestic and international students. TopEd has been running the courses in a sixteen-storey building which has not been refurbished for the last 20 years.
As the international student numbers have been increasing for the last five years and teaching technologies are also changing day by day, TopEd is in the process of transforming its campus into a smart campus, providing a high-quality student experience through industry-leading courses. A supportive and dynamic environment for students and staff fostering community-integrated personal and career development. New building will meet the needs of increasing number of students. There will be more flexible teaching spaces and a willingness to adapt to changes in how spaces are used and scheduled.
Project Requirements:
• Complete refurbishment, renovation and overhaul of all 16 floors of the TopEd campus.
• Lecturer rooms, computer and special purpose labs, admin and academic offices will be demolished, rebuilt and refurbished keeping in view the future requirements of TopEd.
• Schools and all other offices will be aligned as per the vertical floor stacking given below:

Constraints:
• Schedule: Refurbishment must be completed by 30th June 2023.
• Cost: Total cost must not exceed the overall allocated budget.
• Sub-Project 1: Schedule (Time) is the top priority for staged floor-by-floor refurbishments to minimise the disruptions in the teaching activities.
• Sub-Project 2: Quality is the top priority as the presentation places for students and external guests.
Constraints / Givens
Construction to commence by July 2020. The refurbishment will be done for all 16 floors.
Campus will continue to function and deliver courses to students throughout the refurbishment period, hence maximum of two floors will be renovated at one time.
Enough space to be provided to builder for construction logistics and possession. One floor for refurbishment works to be undertaken as a ‘construction zone'.
There will be disruptions caused by the refurbishment works and we will have to plan services accordingly to minimise impacts as well as manage the health and safety, noise and vibration to prevent harm to staff, students and guests.
The project and ongoing operations will comply with relevant regulations and best practice standards.
There are five lifts in building and builder will require one dedicated lift access for the construction period.
The budget, that will be approved for the project, will be a constraint that needs to be addressed.
We will need flexible teaching spaces for a range of activities. Spaces will need to be engaging for the students and staff.
Contractor may start construction on both the sub-projects simultaneously when 30% of the architectural designs are complete.
No variations (change orders) allowed or may be just minimal changes.
Assumptions
Student numbers are going to increase in the next ten years
Refurbished campus will be a high-tech teaching space.
Secure access will be updated across the building.
There will be an ongoing communication and engagement process.
There will be an adequate budget for the entire project.
Culture change will be required for how to use the campus and accommodate the continuing growth in enrolments.
There will have to be some dedicated spaces for specific purposes.
Exclusions
Lifts are quite new and will not be replaced.
Specialised lab equipment e.g. medical sciences equipment
Refurbished Campus - Important Features and Characteristics
The refurbished campus will achieve an attractive, welcoming and vibrant image, making best use of the areas available.
The campus will take advantage of as much natural light as can be practically provided.
The campus will accommodate continuing growth in studentnumbersandassociatedstaffingforthe deliveryof coursesforthenext ten years.
Traffic management of personnel, goods and equipment will be optimised throughout the campus.
Best practice solutions will be adopted in managing noise attenuation for teaching spaces and other learning and social activities.
Spaced will be allocated for larger community eventsto beheldperiodicallyonthecampuse.g.annual celebrations / graduations / collaborative learning / artistic events etc.
Flexible teaching and learning spaces will be created as opposed to dedicated spaces where possible, this would include the optimal use of modular furniture.
The campus will be technologically future proofed to stay at the forefront of best practices in teaching and learning.
The future campus will have advanced way finding and digital noticeboards throughout.
The library will evolve into communal study spaces that are driven by technology offering multi-faceted resources to students across extended hours.
The refurbished campus will provide staff with the opportunity to have access to meeting rooms in order to facilitate an open plan working environment.
Your Tasks as a Consultant
• TopEd does not have resources and experience in the refurbishments of buildings.
• Your firm is an experienced consulting firm who provides good and in-depth advice to clients on how to proceed and what can be done upon evaluation of the project requirements and constraints.
• Hence, TopEd has appointed your consultancy as Project Consultant. As a consultant, you are asked to advise to the TopEd on the following:
