HEALTH AND SAFETY MANAGEMENT ASSIGNMENT

Assignment Type: Risk Assessment Assignment Topic Under the Safety, Health and Welfare at Work, Act 2005, all workplaces are required to be in possession of a written assessment of the risks to the safety, health and welfare at work of employees, including employees, or groups of employees, who may be exposed to any unusual or other risks under relevant statutory provisions. Students undertaking the MSc OSH will undertake many very detailed Risk Assessments as part of the assignment work on the programme. This risk assessment assignment requires students to undertake a risk assessment exercise to practice the application of risk assessment principles. Later on in the programme, you will apply these same risk assessment principles when carry out more detailed risk assessments addressing specific topics, such as health risk assessment, chemical risk assessment and ergonomic risk assessment. Towards the end of the programme, you will complete a series of components of a Safety Management System, which will bring together the knowledge and skills that you have gained throughout the programme, and will draw on lessons learned from the preliminary risk assessment and the other module assignments. Depending on the size of organisation that you work for, you may complete this risk assessment for a specific area in the organisation where there are reasonably complex hazards (e.g. the pharmacy in a hospital)

In order to protect organisations' confidentiality, you should not name the organisation in which you are undertaking the Risk Assessment.

You should use a fictitious name, e.g. "ABC Ltd", and the names of responsible persons should also be fictitious.

The Risk Assessment project should:

• contain an introduction/preface, which will include a description (with emphasis on OSH relevant information) of the overall workplace including a physical description of the work area that you have chosen to focus on. Relevant information may include hardware aspects such as age of the building and equipment, its condition, layout of the workplace, protected orders, maintenance) and employee aspects (such as age, education literacy, language, compliance, etc.) and organisational culture aspects such as management commitment, company values and industry sector aspects.

• a description of the risk assessment methodology (or methodologies) that you have chosen to use, including your basis or rationale for using it/them; (place your reasons/basis/rationale in italic form text)

• be based on your identification of an activity-specific risk assessment of ONE hazard from each of the following categories of hazards: Physical, Chemical, Biological, Ergonomic, Health, and Human Factor hazards; (6 hazards in total). Note that there may be more than one risk associated with each hazard e.g., slip, trip and fall together with back strain resulting from manual handling of loads.

• Be based on specific activities relating to each of the hazards, decide on your risk rating evaluation methodology and provide the rationale for your choice in using the methodology selected; (place the reasons/basis/rationale in italic form text)

• document your evaluation of the level of risk for a specific task or activity involving a specific (focus) hazard and explain how you came to the risk rating conclusion, taking account of the effectiveness of existing risk controls (whether it is qualitative or quantitative);

• specify realistically practicable risk control measures for each activity-specific risk, specify the precise type and where applicable sub-type for each risk control measure accounting for hierarchy of risk controls (e.g. elimination, technical & engineering, administrative, PPE) for both existing and additional risk controls. Provide the rationale for these control measures, describing the risk control measures in the form of arrangements and measures that the organisation has (existing controls) or should (new/additional control) put in place and not lists of instructions or do's and don'ts for employees); (place the reasons/basis/rationale in italic form text)

• specify the resources required to implement and maintain the risk control measures, in approximate time or monetary terms;

• specify the job title(s) of persons responsible for developing, implementing and monitoring the different aspects of the risk controls, and any recommended improvements arising out of the risk assessment exercise;

• include additional information justifying your decisions and providing the rationale for risk rating and your recommended controls (consider using superscript to connect each decision within the risk assessment table with a series of explanations). You should seek to view as many live and dynamic real risk assessments and safety statements in any workplace that you have access to. There are a number of t ways of completing a risk assessment, and you need to decide the most appropriate method for your workplace, and then rationalise* it. *Please note that for all of your rationales you must italicise the font so that the grader can distinguish between the risk assessment and the scientific basis for the process you undertook. The document that you submit may be in the format of a typical risk assessment within a real work environment, however it will contain additional information justifying your decisions and providing the rationale for risk rating and your recommended controls. This additional information does not normally appear in a final actual risk assessment document, but it is required for your assignment, in order to demonstrate to the grader your understanding of the risk assessment process.
