Let's also consider the issue of standardized criteria with which to use for evaluation of health information systems. Return on investment (ROI) can be viewed from the standpoint of return on information when considering clinical and other health information systems. It is difficult from a research standpoint to compare the ROI of health information systems across different institutions because of the existence of different definitions of investments and systems as well as the use of different technologies (Adler-Milstein et al., 2014). However, from my practical experience, an individual organization uses ROI based on internal standards and benchmarking criteria. An individual organization can be successful with the use of ROI techniques if they are consistent with how it is defined and used across different health information systems projects internally within the organization. Indeed, there is a lack of ROI standards that can be used across organizations, but when standards for use within an organization are adhered to, ROI can be a powerful decision-making tool for evaluating the benefits to be gained from the investment made in a health information system! What are your thoughts on this? What issues do you think might arise, if any, from developing internal standards for ROI for evaluation and decision-making purposes?
