A.- The Joint Terrorism Task Forces (JTTFs) are an amalagram of federal, state and local law enforcement agencies. JTTFs have been around in some form since the early 1980s. At the federal level, full-time membership in the JTTFs is automatically granted to all federal agencies with any type of role or mission in law enforcement (even if only peripheral) -- i.e. the armed services. At the state and local levels, JTTFs have expanded significantly since 9/11. Today, in major American cities, there are over 200 JTTFs in operation. Many are housed in the local FBI headquaters.
Consider the many and varied federal, state, and local agencies assimilated into the Joint Terrorism Task Forces. Does the current "mix" of agencies assist or inhibit the core mission of the JTTFs? Could the JTTFs be better organized or aligned? Discuss.

2. Why is cooperation between the military complex and federal intelligence agencies so important in the fight against terrorism? Explain.
3. Does the creation of the Office of the Director of National Intelligence (ODNI) make sense? Are there better, more efficient alternatives to the current ODNI design? Explain.
4. How has the mission of the Defense Intelligence Agency (DIA) changed in the past 50 years? Explain.
