Question 1: In the view of most serious students of international relations, a country can conduct its foreign policy well or badly. America seems to have conducted its foreign policy well in the 1940s, but not so well at other times-for example, in 2003 in Iraq, during the years since 1991 in relation to Russia, and at other times in other places according to numerous observers. We've cheered on democracy, but we haven't always been wise in our efforts to advance it. We've pursued and curtailed globalization.
