Artefact - Health and Safety Management Report
Learning Outcome 1: Evaluate the importance of the CDM regulations and assess their impact on anticipating risks and the proactive management of health and safety within the UK construction industry.
Learning Outcome 2: Critically review and discuss the methods by which common health and safety risks can be controlled.
Tasks
ASK Architects and BM Ltd have been asked to conduct a detailed design and construction of 5 cottages and a leisure hub on an existing site (see Figure 1 in the case study brief) on behalf of ARCH Developments Ltd and Wilton Estate (a joint venture agreement). The proposed development design concept is shown on the site layout plan provided (PDF and CAD files).
In the role of Civil Engineer/ Quantity Surveyor/ Project Manager, you have been tasked with assisting the project team with planning for any Health, Safety and Environmental (HS&E) requirements to ensure ARCH Developments Ltd and Wilton Estate (joint venture), as client, ASK architects (principal designer) and BM (principal contractor) for the works (*), fulfil their obligations to all relevant legislation.
You must compile a report to critically;
i. Evaluate how the design team on the construction project can identify and address the foreseeable hazards encountered on-site during construction. You are expected to use a suitable and sufficient designer risk assessment which details foreseeable hazards likely to be encountered during construction, maintenance and the use of the proposed development and then detail how these hazards can be adequately managed through the design process, looking at the balance of risk against cost, benefit and time, and
ii. Evaluate how the on-site health and safety arrangements can assist the principal contractor by producing a construction phase plan to ensure adequate management of Health, Safety and Environmental factors during the construction phase. The plan must include a site set-up layout from the start of construction through to project completion. It is recommended that a construction phase risk assessment is carried out, and
iii. ARCH Developments Ltd and Wilton Estate are considering designing and incorporating a "Green Roof" to provide a rainwater buffer, regulate the indoor temperature, save energy and encourage biodiversity. With health and safety in mind, evaluate how this type of roof affects the long-term use and maintenance of the buildings and
iv. Evaluate the role of advanced technologies such as BIM, IoT and Mixed reality (MR) etc. to enhance the H&S on the construction sites.
Guidance
The report should be 2000 words and should critically evaluate the HS&E requirements on this site and justify the ‘reasonably practicable' balance of risk against cost, time, effort and benefit.
You should carry out a site-specific risk assessment at both the design phase and the build phase. Use at least two examples of key hazards for both the design and the construction phases (e.g. work at height, excavation, slips, trips and falls, etc.), and illustrate through a CDM-compliant design and suitable on-site H&S management arrangements how the company can control these hazards as cost-effective as possible.
