Complete the following assignment on the National Mitigation Framework

After reviewing this unit's required reading, National Mitigation Framework, compose a paper reflecting on what you have learned about the key concepts and principles of the National Mitigation Framework and its components as they relate to terrorist scenarios and events. Specifically, address the following issues: 

Evaluate core capabilities of threats and hazard identification, risk and disaster resilience assessment, planning, community resilience, public information and warning, long-term vulnerability reduction, and operational coordination.

Relate these to the four guiding principles for mitigation, which include resilience and sustainability, leadership and locally focused implementation, engaged partnerships and inclusiveness, and risk-conscious culture as they relate to terrorist scenarios and events. 

Explain the assertion that, "This Framework is driven by risk rather than the occurrence of incidents. By fostering comprehensive risk considerations, the Framework encourages behaviors and activities that will reduce the exposure and vulnerability of communities" (Federal Emergency Management Agency, 2013, p. 3).
