Ethical Circumstance

Congresswoman X is an elected official from an urban population. Although she represents tens of thousands of constituents, she is seldom in contact with individuals. At fund-raisers for election and reelection. however, she becomes extremely familiar with campaign. They also employ thousands of the citizens she represents. Would it be acceptable for her to spend the majority of her time in Congress pursuing issues of interest to these business owners even if the decisions would result in higher taxes for the individual citizens? why or why not?
