Environmental management report

Write a 2500 to 3000 word (exc. Appendices and references) management report on the development of an environmental improvement and management plan for a construction company facing with land pollution to improve environmental performance based on environmental management systems. Consider applicable legislation, environmental policy principles, and best practice and pollution impacts. (Base on Hong Kong's law)

The following criteria must be covered in the report:
• Develop an action plan that will consider implementation, stakeholders and programme monitoring of the environmental improvement programme.
• With regard to corporate responsibility, reflect on the stakeholders in your company and how effective communication and involvement is assured in your report.
• Consider external reporting requirements relevant to your environmental issue (compliance, marketing or other).
• Consider how you can influence good environmental behaviour and sustainability including the environmental business case (non-financial and financial)

Please follow the structure as:

1. Executive Summary - that should refer to relevant sections for further reading. Remember to influence management to act upon recommendations and why.

2. Introduction - the purpose of this section is to set out the context of your report, what is being asked to be done and why
a. Background - Set out your environmental issue/pollutant including impacts on environment, natural cycles and ecosystem services using source pathway receptor model for 1 source and pathway only; also set out the workplace and who you are.
b. Scope of Report - Set out what the scope of the report covers
c. Purpose of Report - Set out the purpose of your report

3. Applicable Standards - The purpose of this section is to show the basis from which your actions and management strategy arises
a. Policy Principles - prevention, precautionary, BAT, polluter pays, producer responsibility etc - show your understanding of how they link to law
b. Legislation - legislation that informs the industry what to do e.g. duties, requirements, emission limits etc
c. Standards - codes of practice, BREF notes, best practice guidance, EMS standards inc ISO14001, 19011, 1403

4. Management Strategy - The purpose of this section is to provide detailed account of how the environmental issue should be managed using best practice, BAT and an environmental management system to provide for continual improvement. The more specific and technical information to relate to your case study example (issue and workplace) the better you will do in this section. Elements for this section include:
a. BAT
b. EMS Elements from ISO14001 relating to plan, do, check and act
c. Discussion of how these management requirements should be achieved
d. Narrative discussion of the basis of a detailed action plan
e. Narrative discussion of the basis of improvement using objectives and targets also
f. Narrative discussion of stakeholders and their interest in the EMS including KPI choices
g. Links to appendices which may include A. The Action Plan; B. Environmental Management Programme of Objectives and Targets; C. Choice of KPIs for Performance Evaluation over time.

5. Conclusions - Summary of purpose, main issues and influence management conformance with actions.
