One of the frequent criticisms of efforts to encourage innovation and entrepreneurship in emerging economies is that the governmental and institutional tools required to make these efforts successful do not exist. From persistent corruption to lack of business licensing and regulation, and from lack of capital to lack of effective land ownership systems, many of the factors thought to encourage the development of innovation and entrepreneurship are weak or non-existent. Write a paper that examines the role of government and non-governmental institutions in encouraging innovation and entrepreneurship, focusing specifically on the barriers associated with these institutions. Next research how some emerging economy countries have successfully overcome these barriers and the implications for other emerging economy countries trying to develop innovation and entrepreneurship.
