How would you address a situation where the supervisor was actually the bully? In our workplace, the EAP (Employee Assistance Program) came in and helped to establish behavioral norms with the team. The manager had never managed a team before and needed additonal training with communication and managing people. Relations withhin the team have improved. How could we make employees feel comfortable with bringing concerns forward withhout fear of reprisals from the supervisor?

From a biblical perspective, are there leaders in the Bible who were bullies and how did Jesus address the bullies or correct the behavior?
