An explosion of unknown origin at a biomedical research laboratory at the local university has just occurred. Fortunately, no one was physically injured by the blast. However, the explosion released a highly contagious and potentially dangerous bacteria, that has forced authorities to quarantine and hold everyone at the blast location. Best estimates are 250 students and 12 faculty and/or staff are being held.
As an expert in averting mob hysteria you have been brought into address the concerns of those being held; you're being hired to control hysteria. You have been informed that there are pockets of minor hysteria appearing. From your 20 years of experience you believe there are only two treatments that could be used to calm the group. Unfortunately they are very different treatments and based on past similar events, if you use the incorrect treatment, the situation could be tremendously exacerbated with individuals severely harming themselves or others. You must determine which situation exists. To simplify the problem you have assumed that either Situation A exists which can be treated by Treatment A or Situation B exists where Treat B would successfully control hysteria.
Again from you experience you believe you have just three hours to talk to some of those quarantined. You estimate that you will be able to talk face to face with 25 people. You'll be arriving at the university in an hour. Since you strongly believe in the power of Method, you begin going through the 5 Phases of Metric Design to gather facts that you can use to assess whether you face Situation A or Situation B.
Go through the 5 Phases, discussing what you would do to better Sense the reality of the situation.
