Chapter 7 of our textbook mentions "competitive sourcing" which supposedly is a tool that governments use to efficiently and effectively deliver services to the public. Honolulu's current rail project which began in 2008 at a cost of $4 billion is not even half completed and besides the delays, cost overruns continue to be an ongoing problem. But wasn't it the same (i.e., years of delay, exorbitant cost overruns, significant problems) with our H-3 freeway project? And what about the "Big Dig" (Boston) and the current high speed rail system project in California? [1] Considering the above-mentioned four government projects as well as many others, is this the norm (and should be expected) or is this just more drama by the news media? Please explain.
