How might a utilitarian framework lead us to a different conclusion than a deontological framework when it comes to answering question #1? Which framework helps us best promote a global culture of integrity and justice?

People might tolerate some corruption if it helps them achieve their goals if they base their decisions on the practical rather than the deontological framework. The deontological framework holds that an action's morality depends on its conformity to moral rules, in contrast to the utilitarian framework, which has that an action's character depends on its results. People would adhere to the deontological paradigm if we worked to foster a culture of justice and integrity worldwide.

What does Singer mean when he says that effective altruism "combines both the heart and the head", or our empathic sentiments and our capacity for moral reasoning?

To be able to help with both our heads and our hearts means. We recognize our sincere want to assist and figure out how to do it efficiently with the most impact. It understands that words alone are insufficient and that the most effective course of action must be pursued.
