As part of a government program to improve the economic situation of Indigenous communities near the mouth of the Fraser River, communal fishing licenses allowed members of three Indigenous bands to catch salmon at a designated time. A group of commercial fishers said that they were being discriminated against because they weren't allowed to fish for salmon at the mouth of the Fraser River during these times and brought a claim against the Canadian government under the Charter of Rights and Freedoms.
