Rally Automotive Co. Ltd is facing a period of significant change, driven by poor profitability, excess finished stock, and overcapacity. Vehicle manufacturers can no longer rely on selling cars from existing stocks and are shifting their business models away from mass production toward mass customization and build-to-order. This increased the importance of existing systems for efficient order execution and integrated information flow. In order to compete with the current trend of build-to-order, Rally Automotive Co. Ltd implemented a '20DayCar' project which is to develop a framework in which a vehicle can be built and delivered to customer specifications in minimal lead times, with 20 days order-to-delivery (OTD) time as the ultimate goal. However, the '20DayCar' project was a failed experience due to the project management team being unable to balance between a proper scope and time which were competing goals for a project. The '20DayCar' project was unable to meet customer requirements because vehicles built to individual specifications could not be delivered within the required time. The project management team faced many obstacles in the project due to a poorly written project charter because of improper work authorization as the responsibilities and roles are unclear in the project charter.
