The Naval Air Warfare Center (NAVAIR) sponsored a research program at the A. James Clark School of Engineering at the University of Maryland. Every year, researchers at the university developed white papers that described proposals for research on topics related to the Navy's science and technology needs. The white papers were reviewed by the dean of the engineering school, who ranked them and sent these recommendations to the NAVAIR program manager, who, in turn, reviewed the white papers and the dean's recommendations.
