Cozy Valley is a small rural community with 2,200 residents. River Bend, population 46,000, is located 14 miles to the Northeast (18 minute drive time). Deer Park, population 3,000, located 12 miles to the North (15 minutes drive time) is the closest community of comparable size. Spring Fores, population 8,000, is located 15 miles to the East (17 minutes drive time(. River Bend has a full-time paid Fire-EMS department. Deer Park and Spring Forest both have active volunteer Fire-EMS departments with ALS coverage on about one-half of their responses. Cozy Valley has no EMS rescue service and the volunteer fire service has decided to implement one. The first assigned task is to draft a mutual aid agreement proposal for River Bend to present to the surrounding communities.
